Abstract

UA: Визначено сутність соціальної держави, її головне завдання та функції. Надано характеристику основним моделям соціальної держави. Зроблено висновок, що в умовах переходу до постіндустріального суспільства суспільна модель є ключовою, а економіка має орієнтуватися на більш ефективне задоволення індивідуальних і колективних потреб людини. Визначено функції суспільної моделі соціальної держави та зроблено висновок щодо підпорядкованості економічної політики соціальній. Означено пріоритетні напрями розвитку соціальної сфери на регіональному рівні.

EN: Attention is accented on factors and directions of the state social function realization. Essence of the social state, its main task and functions are certain. The basic models of the social state are described. A conclusion is done, that public model is basic in the conditions of passing to postindustrial society, and an economy must be oriented on more effective satisfaction of individual and collective necessities of man. Efficiency of realization of social function of the state is determined by possibility of individual to receipt of state support for providing of minimum standard of living, by quality and availability for the individual of the most necessary social services, by efficiency of actions of the institutional-legal system. The functions of public model of the social state are certain and a conclusion about subordination of economic policy to social is done. Priority directions of development of social sphere at regional level are certain.
