Науково-практичний підхід до розподілу експлуатаційних витрат на утримання вантажних станцій в умовах невизначеності

Abstract

UA: В умовах, коли експлуатаційні витрати вантажних станцій регіональної філії АТ «Українська залізниця», крім витрат на оплату праці та відрахування на соціальні заходи, носять узагальнений характер і відображають витрати всіх станцій, що входять до складу структурного підрозділу регіональній філії, виникає проблема визначення експлуатаційних витрат окремої станції. В статті запропонований науково-практичний підхід до розподілу фактичних експлуатаційних витрат на утримання вантажних станцій у т.ч. збиткових, в умовах невизначеності. Даний підхід дозволяє оцінити експлуатаційні витрати кожної окремої вантажної станції регіональної філії з метою подальшого достовірного визначення рівня ефективності їх виробничо-господарської діяльності.

EN: Railway stations play a leading role in the transportation process. They ensure the acceptance, dispatch and passage of trains, the formation and disbandment of trains, the acceptance and delivery of goods, passenger and cargo operations are performed at the stations, and rolling stock is being repaired. Now there is a decrease in the volume of operational cargo turnover in freight traffic, loading, sending and unloading. This defines the problem of small activity areas and stations. This problem at all stages of the development of railway transport is considered as a priority in solving issues of improving the efficiency of the functioning of the railway industry. An important component of determining the effectiveness of railway stations, including small activities, is the level of operating costs for the implementation of production and economic activities. At present, the lack of cost accounting makes it difficult to determine the operating costs of an individual plant. This is due to the fact that the cost accounting for each individual freight station is not kept. Labor costs and social contributions for employees of a separate freight station can be determined based on the number of employees. Other elements of expenses are of a generalized nature and reflect the expenses of all stations that are part of the structural subdivision of the regional branch. Therefore, the development of a scientifically practical approach to the distribution of actual operating costs of the respective farms of the regional branch between subordinate freight stations under conditions of uncertainty is relevant. Establishing a unified procedure and approach to determining the operating costs for the maintenance of stations is relevant. Thus, the modern features of accounting for the operating costs of the production and economic activities of freight stations complicate the reliability of evaluating the effectiveness of each of them.A scientifically practical approach to the distribution of the actual operating costs of the farms of the regional branch to the freight stations, which is proposed, allows solving this problem.
